In any of the provisions of this chapter shall be declared invalid or unconstitutional by any court of competent jurisdiction, such declaration shall not invalidate any other provisions of this chapter. The Council of the City of Orrville hereby declares that they would have adopted each and every portion of this chapter separately regardless of the possible invalidity of any part thereof.
