(a) No taxicab company or chauffeured limousine service shall operate any taxicab or limousine for the transportation of persons over any of the streets of the City in which the contract of hire is entered into within the corporation limits of the City, or in which the point of departure is within the City, unless such company or service has obtained a license for such operation pursuant to the provisions of this chapter.
(b) No person shall operate a taxicab or chauffeured limousine upon any street within the City unless the owner thereof is operating under a current license as hereinbefore provided and such license is displayed in the vehicle.
