No taxicab operator or chauffeured limousine operator, their Lessees, Trustees, receivers or Trustees appointed by any court whatsoever, and no taxicab driver or chauffeured limousine driver shall operate any taxicab or chauffeured limousine for the transportation of persons for hire on any street within the corporate limits of the City, except in accordance with the provisions of this chapter.
