The holder of a properly issued registration card shall be authorized to sell or solicit door to door within the City from 9:00 a.m. to 5:00 p.m. of any day, except Sundays or legal holidays. No person, whether registered or not, shall sell or solicit door to door within the City between the hours of 5:00 p.m. and 9:00 a.m., nor at any time on Sundays or legal holidays.
