An applicant for a registration card may obtain such card upon establishing proper identification, which identification shall include the name and address of the applicant; employer's name and address; type, make and license plate number of any vehicle to be used by the applicant in the conduct of his business, and a brief description of the type of goods, wares, merchandise or services to be sold or offered for sale.
No fee shall be charged for the issuance of any registration card.
