Every licensee in the business of hauling material or debris shall provide a permanently attached covering for or a fully enclosed body on any vehicle used for the transportation of such material or debris, so that the contents of the vehicle will not fall or be blown off onto the streets.
The operator of a vehicle used for this purpose shall keep the vehicle covered at all times, whether parked or moving, and shall remove the covering only to load or deposit such material or debris, and then shall immediately replace the covering.
