No person shall engage in the business of collecting, hauling or transporting upon the public streets of the City any rubbish, ashes, waste, scrap, paper, stone, stone dust, stone products, flour or any other material or debris, regardless of whether such hauling is inter-City or intra-City, without first obtaining a license to engage in such business from the Director of Public Safety and Service.
