557.03 REMOVAL, CUTTING OR TRIMMING BY CITY; COST RECOVERY.
   (a)   In the event the owner, occupant or other person in charge of any lot or parcel of land does not trim or remove any tree, plant or shrub, or cut or destroy any weeds, vines or grasses, in accordance with the provisions of this chapter, then the Safety-Service Director is hereby authorized and it shall be his duty to enforce the provisions of this chapter, and to cause the same to be accomplished.
 
   (b)   After the work is done by or under the direction of the City, the City shall give notice, by regular mail, to the owner of such lot or parcel of land, at his last known address, to pay all service charges and expenses, including labor cost and fees for service of notice and return. In the event the same is not paid within thirty days after the mailing of notice, then such amount shall be certified to the County Auditor for collection the same as other taxes and assessments are collected and returned to the General Fund.
