With approval of the Council, the Commission may receive and expend funds, goods and services from the Federal Government or agencies and instrumentalities of the State or local governments or from civic and private sources and may contract with said entities and provide information and reports as necessary to secure aid. Any expenditures of the Commission shall, exclusive of gifts, be within the amount appropriated and set aside, from time to time, by the Council, for purposes of the Commission as set forth in this Chapter. Within such limits the Commission is authorized to hire employees and technical advisers, including, but not limited to, planners, engineers, architects and legal assistants.
