The owner or developer of any piece of property, subdivision or tract of land is responsible for the development and construction of necessary water pumping stations and water reservoirs, to serve such piece of property prior to the time any building constructed thereon is occupied or utilized. When a water pump station, reservoir and its related facilities is required, it and the water main system directing water to it shall generally be designed for an entire definable area and not just to serve a single property owner or developer. The cost of the water pump station, reservoir and related facilities may be divided between the developer and the City as set forth in the annexation or development agreement. (Ord. 659, 9-27-1994)
