Where it is determined by the Superintendent that the City curb cock shutoff has been tampered with, damaged or is not in the "on" or "off" position as recorded by the City, the property owner of the premises in question shall be assessed a fee of the actual costs of repair or a minimum of seventy five dollars ($75.00) per occurrence to be charged with the regular utility billing.
