Where it is deemed necessary to protect the City's water meter from hot water or steam, the Superintendent shall have the right to order the owner or water user to install an approved backflow device, as provided in Section 9-12-44 of this Chapter. Any existing service or new construction within the City where City main pressure exceeds eighty (80) psi and/or property owner requests or requires less pressure, an approved pressure- regulating valve will be installed at the property owner's expense on the owner's system.
