Whenever the owner of any premises connected with the City water supply system or his duly authorized agent shall desire to use the water, he shall request the Superintendent to have the water turned on and service begun. The owner shall leave his portion of the trench containing the service connection open until the same has been properly inspected and the water turned on, when he/she shall immediately and properly cover such pipe.
