8-2-32: MONTHLY SCHEDULE OF RATES:
A sewer charge shall be levied on all users of the sewage collection and treatment facilities to cover the actual or estimated cost of operation, maintenance, replacement and financing of the facilities. The user charge system shall distribute these costs to each user or user class in approximate portion to such user's contribution to the total wastewater load of such facilities as follows:
   A.   Single-Family And/Or Commercial Units: Owners of a "single-family" and/or "commercial unit", as defined in section 8-2-2 of this chapter, shall pay monthly the basic rate plus the usage rate per gallon, as set by resolution, and as determined by metered water usage.
   B.   Multifacility Units: Owners of "multifacility units", as defined in section 8-2-2 of this chapter, shall pay monthly the basic rate for one facility and two-thirds (2/3) of the basic rate for each additional facility, plus the usage rate based upon metered water.
   C.   Single-Family Unit Or Commercial Unit Not Receiving Metered Water: Owners of a single-family unit and/or commercial unit, not receiving metered water from the city, shall pay a monthly basic rate as set by resolution. In addition to the basic rate, owners of the commercial unit may be required to install an approved flow monitoring device, or the city may establish a user charge rate based upon an equivalent user schedule.
   D.   Multifacility Units Not Receiving Metered Water Service: Owners of multifacility units, not receiving metered water service from the city, shall pay the monthly basic rate as set by resolution for each facility.
   E.   High Strength Users: For high strength users, wastewater loading contributions will be based upon the same flow charge per unit volume plus a surcharge on excess BOD and SS based upon industrial recovery requirements as set forth in 40 CFR 35.925-11, 35.925-12, 35.935-13 and 35.928.
   F.   Notification Of Change In Rates: The council shall review the sewer use rate biannually and based upon the actual costs of operation, maintenance, replacement and financing of wastewater collection and treatment services, shall revise the sewer use rates accordingly. The city shall notify each user of any changes in the sewer use charges attributable to the collection and treatment services. (Ord. 655, 9-27-1994)
