Any person who violates the following provisions is guilty of a misdemeanor: a) begs in a public place with the intent to intimidate another into giving money or goods; or b) obstructs pedestrian or vehicular traffic in a public place.
A. Definitions:
BEG: To ask for money or goods as charity, whether by words, bodily gestures, signs, or other means.
INTIMIDATE: To engage in conduct which would make a reasonable person fearful or compelled.
OBSTRUCT PEDESTRIAN OR VEHICULAR TRAFFIC: To render impassable or to render passage unreasonably inconvenient or hazardous for another person or vehicle.
PUBLIC PLACE: Any place which the general public has access and a right to stay upon for business, entertainment or other lawful purpose and includes, but is not limited to, public streets, highways, sidewalks, greenbelt, greenbelt areas, parks, school grounds, hospital grounds, as well as the front or immediate area of any store, shop, restaurant, tavern, or other place of business.
