The issuance of a license or certificate pursuant to this chapter shall not constitute a representation of affirmance to any person that the daycare center to which a license is issued or a group daycare facility to which a certificate is issued is free from risk with regard to the standards in this chapter. Pursuant to Idaho Code 39-1117 the state and its political subdivisions or any employees or agents of the state or its political subdivisions shall not be liable for nor shall a cause of action exist for any loss or damage based upon the failure of any person to meet the standards contained in this chapter.
