1-5-4: HOW TO CONDUCT COUNCIL MEETINGS:
   A.   Rules And Order Of Procedure: The rules or order of procedure herein contained shall govern deliberations and meetings of the city council.
   B.   Quorum: A quorum shall be a majority of the full council and questions before the council meetings shall be decided by a majority of those present and voting unless otherwise provided by law.
   C.   Presiding Officer: The presiding officer of the council shall be the mayor, or in his absence the president of the council. In the absence of both the mayor and president of the council, the clerk shall call the council to order and call the roll. If there is a quorum present, the council shall elect, by majority vote, a chairman to act until the arrival of the mayor or president of the council. The presiding officer shall preserve strict order and decorum at all regular and special meetings.
   D.   Roll Call: Before proceeding with the business of the council, the city clerk or deputy city clerk shall call the roll of the members and the names of those present shall be entered in the minutes.
   E.   Order Of Business: The order of business shall be as follows:
      1.   Call to order.
      2.   Roll call.
      3.   Approval of minutes of previous meeting.
      4.   Approval of claims.
      5.   Public hearings.
      6.   Petitions, applications, appeals, communications, etc.
      7.   Report of boards and committees, department heads.
      8.   Introduction and adoption of resolutions and ordinances.
      9.   Unfinished business.
      10.   New business.
      11.   Adjournment.
   F.   Addressing Council: No person, not a member of the council, shall be allowed to address the council while in session without permission of the presiding officer.
   G.   Compelling Attendance Of Absent Member: A majority of members present, even in the absence of a quorum, may compel the attendance of absent members at regular and special meetings of the council.
   H.   Resolutions And Ordinances: All resolutions and ordinances shall be in writing.
   I.   Motions:
      1.   Motions to reconsider must be by a member who voted with the prevailing side and at the same or next succeeding meeting of the council.
      2.   Motions to lay any matter on the table shall be first in order; and on all questions, the last amendment, the most distant day, and the largest sum shall be put first.
      3.   A motion for adjournment shall always be in order.
   J.   Ayes And Nays: Whenever it shall be required by one or more members the "ayes" and "nays" shall be recorded; and any member may call for a recording of the "ayes" and "nays". The passage of an ordinance or resolution to enter into a contract shall be by roll call of the council with the "aye" or "nay" of each being recorded.
   K.   Questions Of Order: All questions of order shall be decided by the presiding officer of the council with the right of appeal to the council by any members, which appeal shall be decided by a majority of those present.
   L.   Rules Temporarily Suspended: The rules of the council may be temporarily suspended by a vote of one-half (1/2) plus one of the members present.
   M.   Committee Reports: The chairman of each respective committee, or the council member acting in his place, shall submit or make all reports to the council when so requested by the presiding officer or any member of the council.
   N.   Attendance Required When Requested: The city administrator, city clerk, attorney, chief of police, public works superintendent, and such other employees of the city shall, when requested, attend all meetings of the council and shall remain in the council room for such length of time as the council may direct.
   O.   Reading Of Ordinances: Ordinances shall be read three (3) different days, two (2) readings of which may be by title only and one reading shall be in full. No ordinance shall be adopted at the meeting at which it is introduced unless one-half (1/2) plus one of the members of the full council shall dispense with the rule and vote for immediate consideration of such ordinance, such consent shall be by roll call and the vote thereon spread on the minutes. The council may also dispense with the reading of the ordinance in full if one-half (1/2) plus one of the members of the full council vote for dispensation, such vote to be by roll call and the vote spread on the minutes.
