5-6-5: INVESTIGATION OF APPLICATION:
   A.   Approval Or Disapproval: Upon receipt of application for a license accompanied by the license fee, within ninety (90) days thereafter, the Chief of Police shall cause to be made a thorough investigation of all matters pertaining thereto and report his findings to the Council. The Council shall then act upon said application according to the facts presented and either approve or disapprove the application. Upon approval by the Council, the Clerk shall then issue said license; or, upon disapproval by the Council, the Clerk shall so notify the applicant and return the license fee, less the costs of investigation, to the applicant.
   B.   Power To Investigate: In making the investigation required by this chapter the Chief of Police or his designated representative shall have the power to investigate and examine the books and records of the licensee and any person having a financial interest in any business to be conducted on the licensed premises.
   C.   Exception: Investigation of applicants is not required when the applicant has previously been approved for licensing, and the circumstances and information provided in the applicant's previous application has not changed. Application for renewal of license must still be made in writing to the City Clerk, but such renewal application need not be approved by the City Council. (Ord. 778, 2-11-2014)
