5-3-1: BUILDING PERMIT REQUIRED:
Before construction of a motel is started, an application for a permit for such construction shall be submitted to the Clerk. The Clerk shall present such application to the City Council for its approval. Only after approval of the City Council shall a permit for construction of a motel be issued. (1962 Code)
