No person shall engage in any business or activity in the city for which a permit fee is imposed by this chapter without first having obtained and being the holder of a valid and existing permit to do so, to be known as a business and occupation permit, issued under the provisions of this chapter and without paying the permit fee imposed by this chapter, which permit fee shall accompany the application for the permit. Such permit shall expire at the end of the calendar year in which it is issued; however, all class A businesses shall be required to submit a renewal application and fee by December 1 of each year for administrative processing.
