Any person who allows stagnant water to accumulate or stand on any premises under his ownership or control without treating the water so as to effectively prevent the breeding of mosquitoes shall be deemed guilty of a violation of this section, and shall be subject to a fine of not less than $500.00. For purposes of this section, stagnant water shall mean any accumulation of water which does not circulate at all times with sufficient velocity to prevent the existence of any “dead” or non-moving spots.
