8-5-4-4: EXCLUSION:

Nothing in this Section shall prohibit any public library or accredited educational institution from circulating harmful material to children, providing such circulation is for a legitimate, scientific or educational purpose. Nothing in this Section shall prohibit a parent from distributing to his child any harmful material.
