8-5-4-3: PUBLIC DISPLAY OF HARMFUL MATERIAL PROHIBITED:
   It shall be unlawful for any person to publicly display any harmful materials or to allow access for review of such harmful materials, at newsstands or any business establishment frequented by children, or where children are or may be invited as a part of the general public.
