7-11-12-5: NOTICE:
   Within fifteen (15) calendar days after a charge has been received by the staff, the staff shall serve or cause to be served, in person, or by certified mail, a copy of said complaint on the person alleged to be in violation of this Chapter, hereinafter referred to as respondent.
