A complaint may be initiated by either an aggrieved person or the staff. Any complaint shall be in writing, shall be signed by either the staff or the aggrieved person and shall be initiated within ninety (90) days of the act complained of. The complaint shall state such detail as to substantially apprise any party, properly concerned, as to the time, place and facts surrounding the charged violation of this Chapter.
