7-11-4-1: REFUSAL TO NEGOTIATE OR DEAL:

Discriminate against any person by refusing to sell or rent (when any dwelling is available for sale or rental), after the making of a bona fide offer, or by refusing to negotiate for the sale or rental of, or otherwise make unavailable or deny, a dwelling to any person.
