(a) The right is hereby reserved to the Village to adopt and enforce, in addition to the terms, conditions and provisions contained in a Franchise Agreement and in other applicable ordinances, such additional ordinances, rules and regulations as it shall find necessary in the exercise of the police powers; provided that such ordinances, rules and regulations shall be reasonable and not in material or substantial conflict with the rights herein granted.
(b) In addition to the specific rights of inspection otherwise provided for in a Franchise Agreement, the Village shall also have the right to make such reasonable inspections as it shall find necessary to insure compliance with the terms, provisions and conditions of a Franchise Agreement and other relevant provisions of law.
