6-6-5: HAZARDOUS INCIDENT PROHIBITION:
   No person shall store, manufacture, produce, dispose of, treat, transport or cause the use, storage, manufacture, production, disposal, treatment or transportation of any hazardous substance or hazardous material in any manner which results in a hazardous material incident.
