A police officer who halts a person for a violation of any provisions of this Chapter, other than for the purpose of giving him a warning, warning notice, or preliminary citation as provided hereafter, shall take the name and address of said person, and such other pertinent information as may be necessary, and shall issue to him in writing on a form provided by the Village a citation containing a notice to answer to the charge against him before the proper court.
