The Treasurer shall also keep an account of each special assessment under its general description and number and said account shall show at its head the amount assessed for public benefits and also that for special benefits. All moneys received on any special assessment shall be held by the Treasurer as a special fund to be applied to payment for the improvement for which the assessment was made, and said money shall be used for no other purpose, except as may be provided in the ordinance for the improvement.
