Not later than three (3) years from the effective date of this Chapter or during reconstruction, whichever is sooner, all existing cross connections to the Orland Park water supply systems shall be eliminated or controlled in accordance with the State of Illinois Plumbing Code or Environmental Protection Agency. The expenses of such elimination shall be that of the owner of the property on which property such cross connection exists.
