1. No residence, apartment, commercial or business building shall be built nor shall any addition be constructed to any building which has been previously erected on any lot or plot of ground which has water facilities but does not have sewage disposal facilities unless said lot or plot of ground is not less than ten thousand (10,000) square feet in area and the Building Commissioner shall not issue a permit for the erection of any residence, apartment, commercial or business building unless the requirements of this subsection are met.
2. No residence, apartment, commercial or business building shall be built nor shall any addition be constructed to any building which has been previously erected on any lot or plot of ground which
does not have water and sewer disposal facilities unless said lot or plot of ground is not less than twenty thousand (20,000) square feet in area and the Building Commissioner shall not issue a permit for the erection of any residence, apartment, commercial or business building unless the requirements of this subsection are met.
