In all that territory in the Village which is not served by the water and sewerage system of the Village or in which said water and sewerage system is not available, every residence, business, trade or industry hereafter established and requiring water supply and sewage disposal facilities shall provide such facilities conforming to standards of design and location approved by the State Department of Public Heath and any new water supply and sewage disposal facilities hereafter provided for existing uses shall conform to such standards.
