The applicant for a house connection permit shall notify the Village Engineer when the house connection installation or repair is ready for inspection and connection to the sanitary sewerage system of the Village. The connection shall be made only under the supervision of the Village Engineer or his representative. lt shall be unlawful for a house connection to be covered or backfilled without prior inspection and approval by the Village Engineer or his representative. The Village Engineer or his representative shall have access at all reasonable times to all premises in the Village for the, purpose of inspecting or examining house connections.
