4-5-3: RESPONSIBILITY FOR INSTALLATION, COST, MAINTENANCE AND REPAIR:
   The applicant shall pay all costs and expenses for the installation of his house connection, including all costs of labor and materials. The owner or person in control of premises shall pay all costs and expenses of maintenance and repair of his house connection, including all costs of labor and materials.
