The President and Board of Trustees are hereby authorized to make such rules and regulations consistent with this Title for the connection to the waterworks and sewerage system, specifying the types and sizes of pipes and all the other appurtenances and extensions thereto, and amend the same system shall comply with the said specifications and rules. Any person not complying with the specifications and rules for connections to the waterworks from time to time as may be deemed necessary. All service pipes and connections to the combined waterworks and sewerage and sewerage system shall be subject to a penalty as hereinafter provided.
