4-2-5: COMPUTATION OF CHARGES WHEN METER FAILS:
   In the event that the reading on the inside meter and the outside register differ, the inside meter is the meter of record. Where a discrepancy occurs between these two registering devices, the resident shall be billed according to the read on the inside meter. Whenever any meter, by reason of its being out of repair, or for any cause, fails to properly register the water passing through the same, the consumer shall be charged at the rate shown for a corresponding time of a previous year under like conditions. If no record of a previous year exists, then it shall be the duty of the Director of Finance to estimate or determine so far as he can, the amount of water consumed during the time such meter fails to operate, and the consumer shall pay the amount estimated by the Director of Finance.
