Each vending machine not equipped with a manual, electric or electronic locking device delivering tobacco or alternative nicotine products in use in the Village on April 5, 1997, shall, however, be equipped with a manual, electric or electronic locking device as described herein at such time as the machine is remodeled, upgraded or substantially changed or altered.
   (b)   Any premises where access by persons under the age of twenty-one (21) years is prohibited by law, or premises where the public is generally not permitted or where vending machines are strictly for the use of employees of the business located at such premises, shall be exempt from the requirements of subsection (a), above.
