3-9-1: PERMIT REQUIRED:

Any special events, as defined in this chapter, shall be allowed by permit only. It is unlawful for any person to participate in any of these defined activities that have not been authorized by a special event permit. Use of public right-of-way shall comply with applicable village ordinances.
