3-4-4-3: NOTICE, AGREEMENT, PAYMENT:
   Once a section or specific section of sidewalk is determined to be in need of repair, the Director of Public Works or his designee shall send written notification of his finding to the owner or owners of the properties fronting upon a section of sidewalk, or adjacent to the public right of way whereon the sidewalk in need of repair is located. The notice shall include the amount of sidewalk involved, the property owner's portion of the cost of repair or replacement and instructions on how to pay the Village before repair or replacement work is started.
   If a property owner or owners fail to remit to the Village their share of the cost of repairing or replacing a section or sections of sidewalk within twenty (20) days of the date of notification from the Village, the Village will abandon the project.
