2-4-4-2: APPOINTMENTS BY LATERAL TRANSFER:
In addition to the powers otherwise granted to the Board of Fire and Police Commissioners to recruit, test and select original entry police officers, as set forth in the Village Code and Illinois Statute, the Board of Fire and Police Commissioners may enact rules and regulations, which will permit the establishment of a lateral transfer program for the recruitment, testing, selection and appointment of police officers, as follows:
   1.   The Board of Fire and Police Commissioners may establish a lateral entry eligibility list for original appointment to the position of police officer.
   2.   To be placed on the lateral entry eligibility list, candidates must be certified as having successfully completed the Minimum Standards Basic Law Enforcement Course required by the Illinois Law Enforcement Training and Standards Board, and must, at the time of application, have been employed, on a full-time basis, as a police officer with a regularly constituted Illinois municipal police department for a period of two years immediately preceding the submission of his or her application.
   3.   Applicants must be able to demonstrate that they are leaving their prior employment in good standing, and that they possess a current, valid certificate to serve as a police officer in the State of Illinois, as well as demonstrate compliance with any and all applicable requirements to serve as a sworn police officer in the State of Illinois as may be currently in effect or enacted hereafter.
   4.   Qualified lateral transfer applicants will be added to the lateral transfer list for the police department in chronological order based upon the date the applicant’s application was received by the Board of Fire and Police Commissioners. Appointments from a lateral transfer entry list will be made in descending order. The decision to select a candidate from a lateral transfer eligibility list ahead of a candidate on an otherwise established eligibility list for original appointment to the position of police officer is solely within the discretion of said Board.
   5.   Applicants for lateral transfer will not be required to submit to a written examination as part of the board’s screening process. Prior to employment, qualified applicants must successfully complete an oral interview to be given by the Board of Fire and Police Commissioners and, like any other candidate for new hire to the police department, undergo a thorough background investigation, an in- depth psychological examination, and a thorough physical examination in compliance with the Board of Fire and Police Commissioners’ rules.
