Whenever a building or structure shall be demolished and water service shall be discontinued, it shall be required that the tap into the main theretofore made shall be permanently plugged as approved by the Village. In the event a new water service shall be constructed hereafter for an existing building or structure, and a new tap made into the water main, the tap for the water service, the use of which is to be discontinued, shall be permanently plugged.
