9-10-8: NON-SKID DEVICES; TIRES:

It shall be unlawful to operate any motor vehicle upon any street, equipped with any non-skid device so constructed that any rigid or nonflexible portion thereof comes into contact with the pavement or roadway.

It shall be unlawful to operate on any street any motor vehicle which is not equipped with tires conforming to the requirements of the State Traffic Law.
