No person shall park a vehicle in a posted "resident parking only" area unless his vehicle contains an identification decal which has been obtained from the Clerk's office for his vehicle or the vehicle has been identified to the Police Department as belonging to a guest of a resident who resides adjacent to a "resident parking only" area. To identify a vehicle of a guest of a resident, the resident shall inform the Police Department of the number of days that the guest's vehicle will occupy space in the restricted area. The resident shall specify the make and model of his guest's car.
