No person, except those expressly exempted by 625 ILCS 5/6-102, shall drive any motor vehicle upon any street or highway of the Village unless such person has a valid license or permit as an operator or chauffeur, or a restricted driving permit issued under the provisions of ch. 625 aforesaid, which such license or permit is to be kept in the possession of the operator or chauffeur at all times of operation of a motor vehicle upon any street or highway of the Village.
