9-2-3-3: DISPLAY OF REGISTRATION PLATES:
   No person shall operate, nor shall an owner knowingly permit to be operated upon any street or highway of this Village, any vehicle which does not properly display its registration plates in compliance with subsections (1) and (2) of this Section.
   1.   Registration plates, issued by the Secretary of State, for a motor vehicle other than a motorcycle, trailer, semi-trailer or truck-tractor shall be attached thereto, one in the front and one in the rear. The registration plate issued for a motorcycle, trailer or semi-trailer shall be attached to the rear thereof. The registration plate issued for a truck-tractor shall be attached to the front thereof.
   2.   Every registration plate shall at all times be securely fastened in a horizontal position to the vehicle for which it was issued so as to prevent the plate from swinging at a height of not less than twelve inches (12") from the ground, measuring from the bottom of such plate, in a place and position to be clearly visible and shall be maintained free from foreign materials and in a condition to be clearly legible.
