No person shall operate, nor shall an owner knowingly permit to be operated, upon any street or highway of this Village, a vehicle required to be registered under the laws of the State of Illinois unless there shall be attached thereto and displayed thereon when and as required a valid registration plate or plates issued therefor by the Secretary of State for the current registration year.
