(A) A Firearms Training Fund is established for the Town Police Department.
(B) The source of funds which are to be deposited into this fund are the application fees collected for licenses to carry handguns under I.C. 35-47-2-3.
(C) This fund is to be used by the Town Police Department and used exclusively for the purpose of training law enforcement officers in the proper use of firearms or other law enforcement duties.
(D) The rules for proper accounting and expenditure of monies collected and deposited into said fund shall be those established by the State Board of Accounts.
