(A) The Council President shall take the chair at the hour appointed, or to which the Council shall have adjourned, and shall immediately call the members to order; whereupon, the Clerk of Council shall proceed to call the roll of members.
(B) If a quorum is present, the Clerk of Council shall so announce and the Council shall proceed with the order of business.
