Any person, corporation, utility or other entity that requires the construction, placement or use of a small cell facility and the associated supporting structure in the designated area may submit an application to the Council requesting a waiver to install new utility poles or new wireless support structures within the designated area pursuant to provisions as outlined in I.C. 8-1-32.3. Unless authorization through a waiver has been obtained from the Council, all utilities located within the designated area be buried or placed underground.
